NORTHERN GOVERNORS PLEDGE TO DEFEAT BOKO HARAM

The northern governors have vowed to nib the terrorist group, Boko Haram in the bud and also to have a cordial relationship among the people of different sections of the region to enhance greater unity and also to fight poverty among the populace.

This Pledge was made yesterday at Wannune, Tarka local Government Area of Benue State, by the Chairman of the Northern Governors’ Forum and Borno State Governor, Alhaji Kashim Shettima, who led two other governors of the forum to pay a condolence visit to Senator George Akume, who recently lost his elder brother and paramount ruler of Tarka, the late Chief Gabriel Indyer Akume.

CONFUSION: APC, PDP, AGF, INEC, CONSTITUTION, LAWYERS...

No doubt, the death of Prince Abubakar Audu,  APC Govvernorship candidate,  in the inconclusive governorship election in Kogi state have thrown many into confusuion.

INEC.: The Independent National Electoral Commission, INEC on Tuesday said it will allow the All Progressives Congress, APC, to substitute Prince Audu Abubakar, its Kogi governorship candidate who died on Sunday just before the result of the gubernatorial election held the previous day was declared inconclusive.

INEC in a circular to all the 22 political parties that participated in the inconclusive gubernatorial election, signed by Augusta Ogakwu, Secretary to the Commission, said it will go ahead to conduct supplementary polls in the remaining 91 polling units where elections were either not conducted or cancelled on the Saturday.

The commission said it took the decision to allow APC replace Audu after “due considerations of the circumstances,” following information it received on Monday about the death of the gubernatorial candidate from its party.

AGF: The Attorney General of the Federation and Minister for Justice, Abubakar Malami, had earlier spoken in the same vein.

Mallami, who spoke at a seminar organised by the Nigerian Law Reform Commission on the reform of the National Environmental Standards and Regulation Enforcement Agency Establishment Act,‎ agreed with INEC that the Kogi election has to be concluded.

According to him, the APC would only have to substitute its candidate for the purpose of the supplementary election, but refused to say if the APC’s deputy governorship candidate in the election, James Abiodun Faleke, would automatically step in as the candidate.

APC:While expressing his condolences to the family of Audu on behalf of APC worldwide, Oyegun said the Anthony General of the federation has made it public that the APC should replace the late candidate, so as a party, we are going to proceed with process of organising primaries to provide a substitute candidate for the late Abubakar Audu,” the party chairman declared.

CONSTITUTION:  Section 141 of the Electoral Act states that an Election Tribunal or Court shall not declare a person who did not participate in all the stages of the election as the winner.

LESSION: that section 141 does not envisage substitution of a deceased candidate.

By virtue of Section 85 of the Electoral Act 2010 (as amended), a political party must give INEC 21 days notice before it can hold convention (primaries) to nominate its candidate. This rule is mandatory. Failure to comply renders the convention a nullity.

NOTE: Can APC meet this requirement?

NO or YES? I think is no. The law does not allow for that because INEC must hold supplementary elections in the 91 outstanding polling units within 14 days from the days Abubakar Audu died.

ALSO: Fundamentally, Section 33 of the Electoral Act is very clear‎ that in case of death, the right for substitution by political a political party is sustained by the provisions of section 33 of the Electoral Act.

“And if you have a community reading of that section with Section 221 of the Constitution, which clearly indicates that the right to vote is the right of a political party and and the party in this case, the APC has participated in the conduct of the election.

“It is therefore apparent that ‎the combination community reading of the two provisions does not leave any room for conjecture.

“APC as a party is entitled to substitution by the clear provisions of section 33 of the Electoral Act.

“Also Section 221 of the Constitution is clear that the votes that were cast were cast in favour of the APC.

“Arising from that deduction, it does not require any legal interpretation. The interpretation is clear: APC will substitute, which right has been sustained by Section 33 of the Electoral Act. So be it. The supplementary election that has to be conducted along the line,” said Mallami - AGF

NATURAL REPLACEMENT: Naturally, Alhaji Yahaya Bello, the first runner-up in the last All Progressive Congress (APC) governorship primary election in Kogi State which produced the late Prince Abubakar Audu would have been the best option.

Malami said that the runner-up in the party primaries that produced Audu would be appropriate to replace him.

But as fate will have it, the so called runner-up, Alhaji Yahaya Bello is no more APC member.

AUDU'S RUNNING MATE:The Attorney General of the Federation and Minister of Justice, Abubakar Malami on Tuesday interpreted that Audu’s running mate in the election cannot be automatically fielded as the governorship candidate for the final election.

PDP: The Peoples Democratic Party (PDP) has rejected the Independent National Electoral Commission (INEC) position that the All Progressives Congress (APC) should provide another candidate in replacement for its governorship candidate in Kogi State, Prince Abubakar Audu, who died last Sunday.
The PDP said the implication of the INEC's decision is that the APC would be fielding two candidates for one election, stressing that it is an attack on democracy and unknown practice in the country’s politics.

LEADER OF THE PARIS ATTACK KILLED IN THE POLICE RAID

The leader of the Islamic group, who happened to be an Iraqi national, Abu Nabil who also goes by the name,Wissam Najm Abd Zayd al-Zubaydi was the leader of al-Qaeda and ISIL in Libya, using another name 'IS' for the group in Libya.
The air strike was carried out on Friday night, before the  France terrorist took place attack.

His  death  said is believed to reduce al-Qaeda's aim of recruiting  other members and achieving its objectives in the country.

EIGHT BABIES FOUND IN A GERMAN APARTMENT

Eight babies wrapped in towels and  plastic bags were found in an apartment in Germany's Bavaria state, police on Friday  said-- a gruesome discovery that spurred authorities to hunt for the woman who last lived there as they try to explain why and how this happened.
A woman in the town of Wallenfels called authorities Thursday afternoon after finding one body, said Jurgen Stadter, a police spokesman based about 30 miles west in Coburg.

Authorities went to the apartment and found six additional corpses, Bavarian police said Friday. The same agency reported later in the day on its website that another newborn's body had been found -- and, like the seven others, it was wrapped in a towel and placed in a plastic bag.

Martin Dippold, a state prosecutor in Coburg, did not say exactly where the various babies' bodies were found, their estimated ages, their presumed cause of death or how long ago they'd likely died.

Yet Dippold did say, "The (bodies) are in poor condition."
The results of forensic examinations, which could reveal significant information about what happened, aren't expected back until next week. And no one has been arrested in connection with their deaths.

But authorities are looking intently for the apartment's most recent occupant, a 45-year-old woman. Dippold said authorities expect this woman is the mother of the babies.
Wallenfels is a town some 80 miles (130 kilometers) north of Nuremberg and 110 miles south of Leipzig. It is in the eastern part of Bavaria, the southeastern German state also known as Bayern that borders the Czech Republic and Austria.

SHOOTOUT IN PARIS, 153 DEAD!

At least 153 people have been killed in several shootings in the French capital, Paris, as well as explosions near the Stade de France.

At least one man opened fire with an automatic gun at the Petit Cambodge restaurant in the 11th district.

Shooting has also been heard near the Bataclan arts centre with reports of hostages have been taken there.
Three explosions are also reported outside a bar near the Stade de France, where France were hosting Germany.
Reports say French President Francois Hollande was watching the match and has been moved to safety.

HOLLYWOOD ACTOR IS TESTED POSITIVE TO HIV

Hollywood gossip has gone in to overdrive this week, as fans continue to try and guess the identity of the actor living with HIV . Earlier this week it was reported that an actor, who has a long list of exes, has been diagnosed with the disease.

Now social media users are debating online over the possible identity of the star, as they urge him to come forward and "own it" in public.
One wrote: "OK..... who is it? #Hollywood #HIV."

While another added: "Who is the hiv Hollywood actor?ive missed who it is,any1 kno plse?"

And one wrote: "Whoever the actor is with HIV, as long as he does the responsible thing & notifies those he's slept with, it's not anyone elses business."

According to reports, the actor has concerns that revealing his identity could define his career as well as leading to potential lawsuits from ex-lovers “Lots of people close to him have suggested he face this situation head-on and own it publicly," a source told The Sun.

“Obviously it would be a huge story, but the reality is HIV is entirely treatable in this day and age and shouldn’t impact his ability to work or lead a normal life."

BUHARI AND THE APPOINTED MINISTERS IN NIGERIA

Some people are already saying why should President Buhari neglect their  tribes in the ministerial appointment. Some are saying greater number of the appointees come from the Northern part of the country.
This write-up might not go down well with some people,that  I am  very sure of.
But the simple question here is, why should we be ethnocentric and tribalistic about the appointments?
The problem shouldn't be about who or which region the appointments come from but what the appointees can offer Nigerians. 

Honestly, I don't think we should care about stuffs like ministerial appointment tribes or region now, what should be our major concern instead is who will get the job done. Our attention should be on the appointees' characters and integrity.  Will they be loyal to Nigerians or just to their respective bank accounts.

We should allow the President to appoint whoever he feels he can work with.

 We are one, with unity in diversity, at least so we claim.
Or what happen to the the slogan.
"Great People, Great Nation."
Remember, united we stand, divided we fall
 I am  not a supporter of anybody, I am  just trying to state the obvious.

We need to wake up and face the issues at hand, Nigerians' problem is way beyond the list. ministerial.  Poverty and hunger, unemployment, transportation and health systems  all in shambles, not to talk of power supply, ritualists everywhere , human traffickers,  Boko Haram is there wasting lives everyday, Niger-Delta boys on rampage. And many other problems in the country.

All hands should be on deck. Give the government the support needed and not criticisms. 
The appointed ministers, however should know that much is expected from everyone of them; make Nigeria proud. 

PARENTS JAILED FOR KILLING THEIR BABY

This afternoon, they were jailed for nine-and-a-half years and eight years respectively after what a senior police officer described as the worst case of its type he’d seen.

As a result, their eight-month-old daughter, Rebecca suffered one of the worst cases of malnutrition a doctor had seen in 33 years of practice.

Little Rebecca died at New Cross Hospital on January 6 last year, weighing just 11lb 11oz – only 4lb heavier than when she was born. She had no teeth, hardly any hair, had loose folds of skin because she weighed so little and was suffering from both rickets and pneumonia.

Nottingham Crown Court, where her parents were sentenced for her manslaughter today, heard she could have been saved if taken for treatment right up until the last few hours of her life.

Brian and Precious, aged 30 and 37 respectively, are members of the Apostolistic Church of God which prefers prayer to medical treatment and preaches a ‘strict religious moral code’.

The couple were among a 20-strong congregation worshipping in a converted garage in the back garden of a house in Nine Elms Lane, Park Village, Wolverhampton, revealed Mr Jonas Hankin QC, prosecuting.

Brian, who the court heard had an affair with another woman during the couple’s five-year relationship, eventually became a pastor at the church. He wife had also finished part of a nursing course at Wolverhampton University in 2008 before quitting her studies.

Mr Hankin said: “Rebecca’s death was preventable and was the direct consequence of a prolonged course of wilful neglect that included denial of access to medical aid.

“The fact she was failing to thrive was obvious to them, neither is unintelligent. They ignored NHS help and voluntary organisations to rely on faith healing, ritual and the power of prayer. They continued to reject modern healthcare, preferring strict adherence of the church’s teaching.

“The defendants placed higher value to the adherence of the church’s teaching than to their daughter’s welfare.”

Mr Justice Edis told the parents today: “I regard the role of the church as having some relevance in this case, but you are both old enough to know how to care for your children.

“No creature trusts another as much as a small baby trusts its parents. Neither of you cared enough if she lived or died and lost sight of where your true duties lay.

“The disastrous decision to keep her away from life-saving care was not that of the parents alone, but they are fully accountable for it.

“My task is not to condemn or judge the church itself, its influence did have a part to play but the defendants remained free to do what they wanted. But all they did to get help with her was to leave her, on the weekend when she died, with a faith healer and she was dead by the time assistance was sought.”

Rebecca was born a healthy baby on April 22, 2013, and for the first weeks of life gained weight at a normal rate. She was born at the family’s home in South Avenue, Wednesfield, with no professional medical support.

But a community midwife visited the address on several occasions until May 15 when the baby was discharged from her care. The couple never sought further professional medical advice.

They turned a deaf ear to repeated advice to give Rebecca much-needed vitamin supplements. They also ignored information on the tell-tale signs of illness in the baby detailed in an official health pack given to the family by the midwives.

Rebecca missed vital appointments for screening, health checks and immunisations and the court heard her parents believed ‘evil spirits’ were the cause of her ill health.

She eventually stopped breathing at the Nine Elms Lane church. Paramedics were called but all medical assistance failed to save her.

Medical experts later said that the baby had been critically malnourished for up to three months before her death. Her weight what would normally be expected of a three-month-old infant.

“She was seriously wasted and malnourished and this led to fatal infection,” continued Mr Hankin. “A vitamin D deficiency played a major role in the infection by impairing the working of the immune system."
“But the problems were treatable by medical intervention. It is very rare in the UK for an infant to have such severe malnourishment and profound neglect of medical needs, however experts said it was highly unlikely she would have died if she had been presented for medical care up to 24 hours – and possibly just a few hours – before she passed away.”

The experts in charge of the case said in their carrier and practice they have not come across such a case.
“She chose to put the teaching of the church, above the feeding and welfare of Rebecca, but she did not intentionally starve the child,” he said.

Mr Roger Smith QC, defending Brian Kandare, said he really regret his action because he loved the dead daughter greatly.
